Nashville's Metro Employee Benefits Board has again refused to expand employee health insurance to cover gender-affirmation surgery, with a majority arguing that the benefits expansion would have been an unnecessary and expensive carve out for a small group of employees. The board voted 5-3 against the plan, which would have covered those over the age of 18.
