CHESAPEAKE — A Portsmouth man charged with gunning down a New Jersey councilwoman outside her home in February appeared in a Chesapeake courtroom Friday as the process to extradite him gets underway. Rashid Ali Bynum, who just turned 29 on Wednesday, is charged with first-degree murder and two handgun counts in the slaying of Sayreville City Councilwoman Eunice Dwumfour. Investigators have said the two knew each other through church.
