ROCKLAND COUNTY, NY — After declaring a State of Emergency Saturday in response to New York City's decision to house hundreds of asylum seekers temporarily in Rockland and Orange counties, County Executive Ed Day announced a joint news conference with federal, state and local politicians scheduled for 10:30 a.m. Monday.
