The COVID-19 outbreak has presented a unique set of measurement challenges for statistical agencies. Most recently, the Bureau of Labor Statistics (BLS) reported that the U.S. unemployment rate stood at 13% in May 2020, nonseasonally adjusted. At the same time, the bureau noted that the rate may have been as high as 16% if not for an error in the classification of the employment status of certain workers.
